Quality Engineer II
Monitors the conversion of high quality input materials and robust
processes into products to meet all customer requirements using
established, validated and documented business systems.
Systems include Quality Management, Non-Conformance Reporting,
Corrective Action Requests, First Article Inspection, Qualification,
PO classing, Program Specific Quality Plans, Process Audits,
Performance Management, Key Performance Indicators, Mandatory
Inspection Points, Equipment Calibration, Proposal Reviews,
Approved Suppliers, Supplier Visits, Operator Certifications, Root
Cause Problem Solving, Continuous Improvements, Customer Returns,
and Issue Escalation. Works within a program team environment
with high customer interfacing and collaborations with other
functions.
Analysis of program specific customer contract requirements, define
sub-contractor and supplier flow down requirements, define
verification inspections and tests needed to ensure compliance of
manufactured items to customer specifications, capture inspection
and test failures, use inspection and test failures to drive
performance improvement activities, analyze key performance
indicators over time to inspire a continuous improvement culture,
lead and/or facilitate individual problem solving and continuous
improvement efforts, use corrective action requests to drive
continuous improvement in all functional areas. Maintain all
policies and procedures in Quality Management System and comply with
ISO-9001 and AS9100 standards. Ensure that those policies and
procedures are followed through document reviews, regular audits,
training and re-training, certification to industry standards.
Responsibilities:
- Performs professional technical assignments requiring the full
use and wide application of established Quality Engineering
principles, theories and concepts.
- Identifies and prepares QA requirements for major proposals by
reviewing requests for proposals (RFQs) and other customer
proposal documents. Establishes an effective interface with the
Proposal Team to provide a cost effective QA Program that meets
the customer needs and contributes towards a successful contract
award.
- Directs the development of Quality Assurance Program Plans and
contract review. Determines and clarifies interpretations of
contractual Quality requirements and bid strategy and
disseminates to QA functional groups involved with the program.
- Represents QA management in design reviews and Configuration
Control Board activities by reviewing and approving the release
of all Engineering documentation for Prototype and Production
phases. Considers and approves subsequent changes when deemed
necessary and appropriate. Monitors budgets and initiates
corrective action where required.
- Composes QA technical/management section of proposal. Analyzes
each QA bid for adequacy.
- Evaluates the capability of major subcontractors and
suppliers, and works, in conjunction with Program, Engineering,
Procurement and Subcontract personnel to maintain continuity in
the delivery of products that meet Engineering and Production
needs in time phase plan.
- Establishes effective interface with customers and their
representatives. Participates in Customer Program Reviews,
discussions and presentations. Demonstrates capability to meet
customer needs and assures customer that Quality interests are
maintained. Resolves contract interpretations early into the
Program.
- Conducts in depth review of Engineering and Reliability
failure analysis by full usage and wide application of
established Quality Engineering principles, theories and
concepts to influence new designs with respect to quality and
producibility requirements. Implements and assesses corrective
action of internal and/or supplier caused quality problems.
- Maintains professional and technical proficiency by attending
selected seminars and taking selected technical courses to keep
abreast of new technology, materials, processes and measuring
equipment. Determines and acquires equipment necessary to
support inspection production process.
- Assists and provides guidance to Engineering in the
development of test plans, test procedures and other technical
data items through application of knowledge of in-house
capabilities. Validates and approves acceptance test procedures
and verifies factory test equipment (FTE) compatibility.
- Evaluates route cards, process sheets and establishes numerous
inspection requirements by evaluating and monitoring process
capabilities.
- Supports continuous improvement and In-plant Quality
Evaluation (IQUE) activities and remains focal point for
Operations and program teams. Reviews and approves supplier’s
acceptance and qualification test plans and procedures. Assists
with supplier evaluation and selection.
- Performs product acceptance and presents that product for
customer acceptance.
- Monitors quality budgets and initiates corrective action where
required.
Minimum Requirements:
- Requires a Bachelor's Degree in Engineering or its equivalent
and a minimum of eight (8) years of Quality Engineering
experience with three (3) years of Manufacturing interface
responsibilities.
- Monitors quality budgets on programs as assigned.
- Coordinates and directs the work of lower level QA employees
to ensure progress is achieved against specific plans.
- Must be a proficient user of Microsoft Office software.
- Light physical effort required by handling objects up to 20
pounds occasionally and/or up to 10 pounds frequently.
- Moderate physical activity required by handling objects up to
50 pounds occasionally and/or up to 20 pounds frequently.
- Electro-static discharge (ESD) protective wear must be worn
when on the production floors.
- Performs other duties and responsibilities as required.
Preferred Qualifications:
- Six Sigma / Lean Black Belt, 5 year manufacturing experience,
- Experience with high tolerance precision parts,
- Experience with space requirements, Implementation of ISO-9001
and AS9100 quality standards, Supplier Quality Assurance
programs.
- Soldering Certification IPC-610, J-Std a plus. Ability to
arbitrate acceptable or unacceptable standards. If not
certified, ability to obtain the certification.
